Participated in a two-day workshop that explored the feasibility of
strengthening social science research in the Middle East/Arab region by
establishing an Arab Social Science Research Council (ASSRC). Held at the Dubai
School of Government (DSG), the event was co-sponsored by the West Asia and
North Africa Office of the Population Council, the International Development
Research Centre, the Social Science Research Council, the UNDP Regional Bureau
of Arab States and the DSG.
A good part of the discussion revolved around a report on the possibility of
establishing a Center for Economic and Social Policies in the Arab Countries (CESPAC),
which was prepared by the GRC for the UNDP in 2005. The workshop also focused on
the current state of social science research in the region, how best to use
information and computer technology to enhance social science research, and how
to work toward a new ASSRC, including structure, legal form, functions,
financing, etc.

Co-chaired a symposium titled "Towards a new partnership between
Japan and GCC” and presented a paper on "GCC-Japan relations: growth and
sustainability”. The event was organized by the Japan Bank of International
Cooperation to mark the opening of its representative office in Dubai, and was
attended by a high-level official delegation from the GCC governments and
several top executives representing the cream of Japanese private sector.

Delivered a lecture about the economic potential of the GCC countries at a
seminar of Borealis and Borouge company members in Abu Dhabi. The event was
organized by the Lausanne-based International Institute for Management
Development (IMD). After introducing the mainly European audience to some
historical, political and economic outlines of the GCC, the lecture stressed the
investment and development opportunities of the region, especially those in the
fields of oil and gas (upstream), petrochemicals and energy-intensive industries
like aluminum. The increase of trade with Asia and the potential of the GCC to
function as a trading hub between Europe and Asia ranked highly during the
discussion. |

Presented a paper at a symposium " "Challenges and Threats to the
Environment - Lessons from the Past to Shape the Future" â€" organized
by the Environmental Center for Arab Towns (ECAT) in Dubai. The presentation
titled “Green Gulf Study: waste in the GCC countries” analyzed the waste
profile of the GCC region and the current waste management, treatment
and disposal policies, and explained the GRC’s next environment project
â€" Green Gulf 2020.

what next?" at the Indian and West Asia-North Africa in the era of globalization
seminar conducted by the Centre for West Asian and African Studies at
the Jawaharlal Nehru University in New Delhi. The premise of the paper
was that increasing economic ties will impact the political and security
dynamics too. |

The GRC presented papers on “The Gulf after Iraq” in the session on “Middle

versus stability? Resource wealth in Russia, Eurasia, and the Middle East”.
The GRC also served as a respondent in the panel on “The Middle East and

The GRC presented a paper on the "Green Gulf" study in the "Desert and
Compacting Desertification" symposium organized by the Ministry of Regional
Municipalities, Environment and Water Resources in Oman to commemorate
the World Day to Combat Desertification.
The GRC also took part in the field visit to Al-Jebel Al-Akhdar region
in Oman organized by the Sultan Qaboos University. The visit was intended
to get acquainted with the area, which will be part of a research project
on conservation and sustainable development, and in which the GRC will
be involved. The project aims to study all aspects of flora and fauna,
as well as the socio-economic impacts, environmental costs and benefits.

conference in Amman. The WOCMES is a gathering of scholars, researchers,
students and professionals drawn from a broad range of educational and
other institutions, organizations and associations from around the world.
What brings this global community together is a common interest in the
study of the Middle East, North Africa and the Muslim states of Central
Asia, in addition to those areas of the world directly or indirectly affected
by developments in these regions.
The GRC also participated in the book fair that was held on the sidelines
of the conference. Princess Sumaieh bint Al-Hassan visited the GRC Book
Stall.

Euro-Arab Partnership" in Paris. Presented a paper on in the session on
"Youth Education and Development Policies", focusing on the need to politicize
Saudi youth to ensure their greater participation in development. The
paper suggested ways to train young Saudis on political participation,
civil debates, and generate a strong national identity and responsibility.
The forum was held under the patronage of French President Jacques Chirac
and was attended by Arab League Secretary-General Amr Moussa, French Foreign
Minister Philippe Douste-Blazy, as well as many prominent European and
Arabic scholars and politicians.

The GRC participated in the Gulf Education and Training Exhibition (GETEX),
Dubai. The event is the largest education fair in the Middle East and
Asia. The GRC and Freie Universaitat Berlin (FU Berlin) have entered into
an agreement to institute a distance-learning Master's Degree Program
in International Relations in Dubai. Students will be able to obtain a
fully accredited degree certified by the FU, Berlin. The program is a
two-year Internet-based online arrangement with teaching sessions conducted
in both Dubai and Berlin.

Emilie Rutledge, economic researcher at GRC, attended
a joint Arab Monetary Fund-International Monetary Fund seminar entitled
"Arab Economic Integration: Challenges and Prospects" in Abu Dhabi. The
broad focus of the seminar was the limitations of Arab economic integration
and how to move ahead with the regional economic integration (REI). The
seminar concluded that there is much evidence that Arab economic integration
has achieved little and this deficiency is reflected at the global level
with Arab states failing to participate in and benefit fully from the process
of globalization. While REI can be an important stepping stone to greater
global integration, it should not be seen as an alternative to opening up
globally. Furthermore, in some cases, REI may prove to be a diversion from
undertaking important domestic reforms and restructuring, which are critical
to the economic development of Arab states and the future success of Arab
REI. The GCC REI process was thought to be a good model of REI for the other
Arab states and that the GCC States should take the lead in promoting further
Arab REI. |

a conference on e-learning entitled "Education without Borders 2005"
in Abu Dhabi. Organized by the World Student Organizing Committee, the conference
brought together over 1,000 delegates, e-learning experts and industry leaders
from over 70 countries to discuss the vastly growing field of technology-aided
education. The conference particularly highlighted the potential growth
areas for e-learning in the current educational environment, which is a
growing part of GRC's work as well. |

GRC Chairman Abdulaziz Sager participated in a seminar
on "Free Trade Agreements with the United States and its effects
on the GCC" at the Al Khaleej Research Centre, Sharjah, UAE.
Among the chief recommendations put forward by GRC are: First, the GCC should
collectively negotiate FTAs with the United States, as is being done with
the European Union, China and some other countries such as Jordan and Lebanon.
This will give them better bargaining power, make them less susceptible
to US diktats and the unity of GCC will remain uncompromised. Second, introduce
a new clause in every deal like in the case of the India-GCC Economic Framework
Agreement that was signed in August 2004 - "individual member states are
free to undertake bilateral activities with India in various fields". This
allows room for accommodating individual interests whenever there is a clash
of interests with collective decisions. |

GRC gets ISO 9001 and 17799 certifications

The Gulf Research Center became the first institution of
its kind in the world to meet the benchmarks set by the International Standards
Organization (ISO) and achieve the 9001 and 17799 certifications.
The Quality Management Systems of GRC were assessed by Moody International
and certified against the two quality assurance standards. While the ISO
9001:2001 certification is the most commonly used international standard
that provides a framework for an effective quality management system, the
ISO 17799 certification deals with providing guidance to organizations wishing
to manage information security and defines a systematic way of managing
information that is appropriate to any security-conscious organization.
It is also a third-party accessible standard and aims to ensure that adequate
controls addressing confidentiality, integrity and availability of information
are in place to safeguard the information of all the parties involved. |

Committee entitled "Towards Cooperative Gulf Security: Challenges Ahead"
on Nov. 29.
The meeting was held as a roundtable under the banner "Elements of the
Helsinki Process as Inspiration for the Gulf" and had participants from
government, various NGOs in the Netherlands and other parts of Europe, the
human rights community and various other organizations.
The discussions focused on the possibility, timing and value of implementing
a regional security architecture similar to the Organization for Security
and Cooperation in Europe (OSCE) model. |

GRC participated for the first time in the acclaimed Frankfurt
Book Fair in Germany and successfully began discussions with major international
publishers and distributors to market GRC books, research and policy papers
to readers around the world.
The fair, which recorded over 300,000 visitors, gave GRC the opportunity
to publicize its work and establish contact with individuals and organizations
involved in publishing. It also served as a forum to further expand regional
and international awareness about the research and policy analysis undertaken
by the center on the Gulf region.
Since the Middle East was the main focus of this year's book fair, the Arab
World -- represented by 22 members of the Arab League -- was invited as
the 'Guest of Honor'.
As an independent publisher, GRC had stands in both the Specialized Publishers
and Arab World delegation halls. The Frankfurt Book Fair is the world's
biggest - more than 6,800 exhibitors from more than 100 countries showcased
335,000 books and electronic media publications |
